Ryutaro “Rudy” Hirota heads the firm with over 30 years of experience serving domestic and multinational clients. Rudy’s specialization is in corporate contracts, but he also has significant experience with corporate transactions, including corporate counseling, intellectual property licensing, employment law, corporate immigration, and a variety of other corporate client needs. Rudy frequently advises corporations on strategies to achieve the client’s business goals.
After graduating from U.C. Berkeley School of Law in 1989, Rudy served as a law clerk in Federal Courts, including for the 9th Circuit and for the United States Supreme Court. Following his clerkships, Rudy worked for O’Melveny and Myers for four years, where he focused on providing legal representation for Japanese corporate clients. He founded his own law office in 1997, continuing to provide service to clients who require Japanese-speaking counsel.
Due to the needs of the community, Rudy has expanded his practice from working primarily with corporate clients to serving members of the Japanese and Japanese-speaking community through providing a variety of personal legal services, including immigration law, employment law, estate planning and probate, family law, landlord-tenant law, personal injury law, and civil litigation. With the expansion of his client-base, he decided to rebrand his office as the Law Offices of Hirota and Kudo, PC in February of 2024.

Ayaka is an attorney with significant experience advising clients with their needs in immigration law, family law, and probate and estate matters. She regularly advises businesses and individuals on these and other issues.
Ayaka began her work at the then-Law Offices of Ryutaro Hirota in June of 2011 as a law clerk. Before joining the office, she gained experience in immigration law, business transactions, and human rights issues through various internships. After becoming an associate attorney in December of 2012, she has provided legal services to our clients for the past 10+ years.
During law school, Ayaka interned with an immigration law firm where she handled issues related to humanitarian parole and waiver of inadmissibility, and prepared various immigrant and non-immigrant visa applications. Ayaka also worked with foster children and human rights organizations to draft a foster care guideline for the Karnataka state government during her internship in Bangalore, India.

Carol Mayeda is an associate practicing probate and estate matters at the Law Offices of Ryutaro Hirota.
Carol joined the Law Offices of Ryutaro Hirota in 2011. Before joining the Law Offices of Ryutaro Hirota, she served as a law clerk at Asian Pacific Islander Legal Outreach on elder abuse and domestic violence cases. Carol has also worked at the Juvenile Justice Center and at the Habeas Corpus Resource Center gaining experience in death penalty cases.

Attorney Nakamura completed his studies at Hitotsubashi University's Faculty of Law in 2005 and the Hitotsubashi University’s Graduate School of Law (Business Law Course) in 2007, and was admitted to the Japanese Bar in 2009. He furthered his education by obtaining an LL.M. from Northwestern University School of Law in 2014 and earned admission to the New York State Bar in 2015. He worked at Gibson, Dunn & Crutcher LLP in their San Francisco office before returning to Japan in 2015. In October of 2018, he established Nakamura Law Office, where he has since handled a wide range of corporate legal matters in addition to compliance issues.
Internationally, he has experience in international trade contracts, U.S. real estate transactions, local regulatory investigations, establishment of local entities, branch registration, bank account openings, and other consulting services. He also has a track record in managing personal overseas real estate, international inheritance (probate), estate planning, overseas asset management, closure of foreign accounts, and investment fraud.

Cherry graduated from San Francisco State University in 2022 with a bachelor's degree in political science. During her undergraduate studies, Cherry enjoyed courses in immigration, California politics, and participating in Moot Court. She started working at the Law Offices of Hirota and Kudo, PC in April of 2023. In her spare time, she enjoys listening to music, sports, and singing.

A native of Kumamoto, Japan, Miki moved to the United States after graduating from high school to study English. After moving from New York, to Seattle, then finally to San Francisco, Miki studied Family and Consumer Science and Nutrition at San Francisco State University. After spending some time working in Japan, Miki returned to San Francisco and now lives here with her family. Miki joined the Law Offices of Hirota and Kudo in May of 2023. Using her own experience with US immigration laws and travels/life abroad, Miki supports our Japanese speaking clients in getting the legal assistance that they need.
